We know that it is a giant grift, a money laundering scheme.
There never needs to be an actual building project.

I have also wondered if the ballroom is the cover story for him building a new White House essentially.
Living quarters, meeting rooms, etc.

There is no way a ballroom should cost $300 million dollars to build.
