Not as a campaign issue (voters are generally parochial), but in terms of sharpening Biden administration policies on a lower level. From what I've seen, the occupation regime is too chaotic to stand on its own: They rely on a constant system of support and guidance from Moscow to have any sense at all of how not to fall on their asses, and still manage to get it wrong on a constant basis.

Disrupting the support pipeline from Moscow to the GOP would be more strategically effective than focusing solely on the GOP. I don't know what that means specifically, but it's clearly a general fact.
