1. If I had to guess

It is probably an extended foot that raises and lowers so that you can adjust the unit to be level sitting on an unlevel surface. The laser coming out of it is only level if the level itself is level. I know that was confusing.

I bought this one a few years ago and I use the shit out of it. Much more useful than I imagined it would be. It is self levelling provided you get it within a few degrees of plumb.
