Has anyone used a high speed drill with a diamond bit at home [View all]

Is the noise unbearable? Is it so loud that the neighbors complain. I was thinking of getting a high speed drill to make holes in pebbles, stones found at the beach, but I don't know if I would be able to get away with the noise because of my neighbors. I don't have a garage.
