Since the disruption was between DC and Philadelphia, the other carrier was SEPTA or MARC.

Without looking, I think MARC goes as far north as Perryville MD, and SEPTA goes as far south as Wilmington DE. But for that gap, you’d be able to ride commuter rail between DC and NYC.
