3. The whole problem/difficulty with litigating about USAID

is how it was structured - meaning not really completely "independent" from the State Department, and those who filed suit have been trying to show that Muskrat, an unconfirmed loon, did not have authority do anything with them.

I.e., they have been arguing about a violation of the "Appointments Clause" of the Constitution (as GOP loons claimed about Jack Smith), by allowing Muskrat so much power to slash and burn government entities.

This ruling was related to a request to expedite discovery and info from Muskrat/DOGE before the final September 1st deadline when the elimination/reincorporation would happen, in order to halt it. But apparently Rubio, et al, were able to dodge the "ownership" issue by wresting control, and claiming THEY did the reorg, not Muskrat. The judge doesn't think that any more info from Muskrat at this point, would stop the process in time.
