Its a monthly bill reminder to that part of the country using imported electricity that Trumps plan isnt working for them.

Yes he is. And ALL tariffs should have to be authorized at the FEDERAL level. Because they affect OUR Country FEDERALLY.

The export charge is not a tariff, and we are a confederation, but a national energy surcharge on oil would be good
