Apparently, all the preceding presidents -- even the one's I fucking hated -- willingly worked within a much thicker set of constraints than was actually required. Heritage started with Nixon's "If the president does it, it's not illegal" and refined it to "If the Republican president does it, it's not illegal." And here we are.
