Moses always said "Once you've driven the first stake, you've won", meaning that it's very hard to interrupt a con/destruction project once it's actually in motion.

Moses destroyed the old New York Aquarium and a row of brownstones dating from the days when NYC was the Capital of the newly independent colonies, and whole neighborhoods full of immigrants ("Little Syria" was one, IIRC). That's not all, it's all I can remember at the moment.
