5. My guess is that lying/liar/lie is not used because it implies awareness of malicious intent.

When he says something, you can make a case that he simply has no idea what he is talking about because he is such a dumb ass. He doesn’t know what he is saying is not true so there is no intent to lie. I’ll leave it to each person to decide if he’s lying or is just ignorant. I suppose it could be both.
