But make no mistake, he is serious and he will definitely not vote for the bill that passed the House without significant changes. There is enough opposition to the House bill (though for a variety of reasons) to pretty mich guarantee changes will be made in order to get the 50 votes needed in the Senate. The question remains what those changes will be, and will the resulting bill then be able to pass the House.
