I don't think so. He doesn't have to really care whether his state gets any federal aid. He DOES have to please the ones for whom he works, his wealthy donors. And they want more tax cuts for themselves and less government aid for the 99%. Fortunately for sprinting senators like Josh, he knows that his electorate is easily misdirected and has a shorter memory than most one-celled lifeforms.
