Harvard has to comply with the Student and Exchange Vistor Program requirements in order to enroll foreign students with student visas. If they do not, then their participation in the program can be revoked.

There is likely a set procedure that needs to be followed to revoke Harvards certification under the program, so it remains to be seen if Noem followed that procedure or not.
