Annoying as hell, in general.

But this cop should have just muttered fuck you under his breath and moved on since it was because of the changed light that this guy had honked.

Most annoying at a changed light is when you are first or second and you can see the light has changed but the intersection is not cleared and some yahoo 5-6 cars back lays on his horn.
