Hoover still has to serve state time so this is purely performative. Hoover has cult status in some circles. Some folks romanticize him like Al Capone, Scarface, Billy the Kid. I am guessing trump is trying to keep/earn the support of some low information misogynistic black men.
Hoover made over 100 million dollars a year as a drug king pin - He says he has changed. I don't know how much of a danger he would still be to society at 75 yrs old, however I think there are far more deserving people.

Who we keep reading that have already committed additional crimes. And the Proud Boys, etc. whose sentences were commuted, but they're seeking full pardons so they can own firearms again. And then there was that $5 million that was awarded to the family of Ashli Babbitt who was killed on January 6th trying to break into the Capitol, so much for the serious injuries and deaths of Capitol and Metropolitan Police who were beaten by her fellow insurrectionists.
