So in Universe Two it's not an emolument to him. My question is how is the U.S. military obligated to GIVE Trump the plane when he is no longer president?

Ronald Reagan's library was given a plane that was an AF1 but it didn't fly after it was decommissioned. Ronald didn't fly around in it after he was no longer president.

Clearly Trump plans to fly around in this plane after he is no longer president. Why would the military "give" anyone a plane that cost millions to retrofit, maintain and service?
