Two incidents in popular tourist destinations highlight a pattern in Russian tourists’ behavior. In Thailand, a woman packed food and hotel supplies in her luggage as if they were hers to take. In Europe, another traveler tried to bypass rules for tax-free shopping and reacted with anger when confronted.
