The U.S.-NATO armament plan for Ukraine gives Europe a new opportunity. With allied countries now paying for U.S. materiel, they can set the agenda on which weapons to provide for Ukraine. This is subtly a very potent power. The United States and Europe are not completely aligned on priorities with the war, and some types of weapons better serve Europe's goals than the White House's.
