A final, high-stakes vote to determine whether the mandate moves forward or is delayed is now set for October.

According to the San Francisco Chronicle, the vote is 8 in favor of delaying or modifying the ban to 10 opposed. Advocates for delay and/or modification cite the economy and affordability. (33,309 posts)Rebate program for qualifying incomes might be the best bet. Give it a five-to-seven year window. Most gas water heaters will need replacement within that time period.
In an alternate universe where I am almighty king, I'd nationalize all utilities and eliminate their for-profit status. Hospitals, health insurance plans, and pharmaceutical companies too. Then I'd abdicate and buy a house on a tropic beach.

Combination of hot summers, high rates, and a past decision to punt on public power, IIRC.
