Why does Trump say 'WELCOME ..' on new Passports when they are issue to people LEAVING the USA???

To be legally allowed to get my drivers license..per new laws of Florida. A typo has been a nightmare to deal with and to not go into details, I will totally flip out if and when I get my passport and it’s defaced. I’ll have to send it back with a request to issue the original cover and if not, I’ll have to wait until he’s gone and try again.
