Gian Rachtelli, 54, of Baltimore and reportedly a MAGA livestreamer, was arrested on Thursday at the Great American State Fair on the National Mall after multiple witnesses caught him with his hand down his pants, playing with himself while watching female acrobats perform.

According to the police report, witnesses -- including two female acrobats -- described seeing him “making lewd gestures in his pants,” “stuck his right hand down his pants and it moved back-and-forth approximately six times,” and “doing what we all thought he was doing” during the Cirque Mechanics performance.

He was charged with Lewd, Indecent, or Obscene Acts.

This is the kind of person Trump attracts to his sad little state fair – a guy allegedly choking the chicken in broad daylight while families and kids are around blatantly enough to be seen by the performers themselves.

Arrests in DC by DC Police Under Federal Laws
In Washington, D.C., Metropolitan Police Department (MPD) officers can arrest people under both local (DC) laws and federal laws, depending on the circumstances.

1. Arrests under DC law
MPD officers are authorized to enforce the District of Columbia Code, which covers most local crimes such as theft, assault, and drug offenses. These arrests are made under DC jurisdiction and prosecuted in the DC Superior Court


2. Arrests under federal law
Federal law enforcement agencies (e.g., FBI, DEA, U.S. Marshals) can arrest people for federal crimes such as drug trafficking, money laundering, terrorism, or violations of federal statutes. These arrests are made under federal jurisdiction and prosecuted in the U.S. District Court for DC mpdc.

3. Federal officers assisting MPD
If a federal law enforcement officer enters into a cooperative agreement with MPD to assist in crime prevention or law enforcement, they can make arrests in DC for nonfederal offenses (like local crimes) if they have probable cause to believe the person committed a felony or misdemeanor, or if they are assisting an MPD officer in an emergency D.C. Law Library. In such cases, the federal officer has the same legal status and immunity as an MPD officer for those arrests
