that this would hurt Texas, I pointed out that Texas wasn't responsible for the spread of the bug from the Darien Gap *and* that it wouldn't be confined to just crossing the Mex.-Tex. border, but would also impact animals in New Mexico and eventually California.

Bad planning. That planned sterile fly production center to open next summer should have been ready long before. (And the one in Oaxaca that the Mexican government's opening this summer, by last summer.)
