Protected both under the Endangered Species Act and Marine Mammals Protection Act. There's probably state charges as well.
You're not even supposed to approach monk seals. And if the Feds decline to prosecute, he can meet justice another way at the

The 'sad but increasingly normal' thing is that not much is known about him, yet because he said he's rich, all of a sudden it's all over the nets that he's a 'Ukranian millionaire'. For all we know he owes $350K on a $600K house, earns $80K/year, and for this he considers himself rich.
