4. It's probably not legal, but at least it takes money away from ICE and gives it to something useful.

So I don't think anyone will sue to block it. It's basically a win for Dems, and the country. Dems were offering to agree to fund just TSA, but Republicans refused. This EO is even better than simply funding TSA--it takes money AWAY from ICE too! That's even better than what we offered! HA!
