bill undamaged and untouched (including Bessent's signature) should be legal. I would not suggest more than that.

going beyond mere blacking out a name, Given the signature of the Treasury Secretary imparts the "legal" to legal currency, you would be wise not to push it by defacing/blacking out Bessent's signature. Untested legally as of yet, but I don't think NOW is the climate to test it. Trump has no legally abiding reason for his name to appear so blacking it out is solid ground as the law is written.

As long as you don’t alter with fraudulent intent, it’s considered protected speech.

During the Bush/Cheney years, I had rubber stamps made saying “Impeach Bush” and “Torture is Unamerican” and stamped every bill I got my hands on.

is illegal. Short of that, some writing or similar is not considered to be covered under the law.

And while a small stamped verbiage is likely not going to be problematic, I wouldn't push it with a large stamped area that obscures the major legal aspects of the design--including the Secretary of the Treasurer's signature, most definitely NOT the serial numbers (big, big, big no no) or similar. Trump's signature should be fair game.
