You know what this bullet hole says to me?

It says that the agent who fired just didn't want the fleeing driver to get away.

NOTHING to do with fear of being run over.

He was angry and wanted revenge for her not stopping. He wanted her to stop and by god he was going to force that woman no matter who he had to shoot.

every video I've seen so far shows no remorse not regret, he very nonchalantly walks away from the scene of the murder, and is whisked away by his fellow ICEholes, hell, they didn't even secure his weapon for evidence.
Nope, IMHO, this was a cold blooded killing.
