Excessive force charges for members of federal law enforcement would have to be brought by federal prosecutors. They are largely immune from state prosecution (assuming they weren't out freelancing and not actually on the job)

4. Yes, he tried to drive away in the opposite direction of the victim's crashed vehicle.

ICE vehicles were blocking that end of the street. He had to turn his vehicle around and depart the scene by driving past the victim's crashed vehicle, while the victim was still inside of it.
