This is clearly the murderer. He starts out on the right of the vehicle, then moves around the front to the left front corner and fires the shots. It's obviously him because everyone else there was wearing a stocking cap. He is the only one whose head was bare. The guy who tried to open her door was wearing a black cap. You can also follow him on the video as he walks toward the crashed car then back down the street to get in another car and be driven off. There's very closeup video him and he is clearly the murderer.
