Duterte is in prison awaiting trial for the same crime Trump is committing

Rodrigo Duterte, the former President of the Philippines, is in prison at the ICC in the Hague for extra judicial killings of suspected drug dealers and users. The court has charged him for not following due process and crimes against humanity.

Trump is doing the same thing in the Western Hemisphere.

I now spend almost all of my time living in the Philippines as a permanent resident. I asked my adult nephew, while discussing this issue, "Who deserves due process?". His answer was spot on. "Everyone", he replied.

The Philippines also withdrew from the ICC prior to Duterte's arrest.

Israel and Russia are not, and never been, members of the ICC, yet Netanyahu and Putin still have warrants for their arrests by the ICC.

I learned that when the Press was raking GW over the coals for war atrocities in Iraq. George said "Nope, cause the US isn't a member of the ICC!"! Didn't seem right then and don't seem right now. So, any country who's not a member of the ICC can commit all the atrocities they want. I don't understand it.
Sure doesn't seem like justice to me. Are WE a rogue nation, then? How does one define a "rogue nation"?
