migrant kids that shouldnt have even been arrested aged 9-12 were zip tied by ICE after the case against them was dismissed and they werent even subject to arrest anymore

Those are the descriptions of kidnappers and children are prey to them, too. What is to stop anyone to start taking children away looking like an undercover agent? Stalking kids at school, church, in the courts is most definitely terrifying and meant to cause fear to even law abiding people.
