Perhaps they think Donald Trump will be there forever to give them a pardon?
But they must be held accountable. If not by their voters, then by a newly elected Congress. They should be subpoenaed to appear before an Oversight Committee to explain their roles in the most unlawful and corrupt acts of our nations history.
They will answer for their part in the crimes against our nation and our Constitution.

DOJ is not responsible for enforcing congressional subpoenas.
Merrick Garland was not the villain of that story.
With the exception of Peter Navarro, nobody ignored a Federal grand jury subpoena. (Many, however, invoked executive privilege, and when that was overruled, took the fifth)

One way or another, they will be held accountable. Many of them are guilty of corruption and crimes involving illegal transactions with money, such as inside information with their stocks.
