They built a demonstration plant in Vancouver, WA to test build new models and also the feasibility of larger scale US production. They couldn't get it anywhere near as efficient, high quality and certainly not as cheap as what the Chinese plants could do so they shut it down. I am sure they could get to efficient and improve the quality with practice but unit cost would be tough to beat the Chinese, especially if you also make all the transistors, capacitors and batteries here as well. Other thing for Apple, is China is a huge market for their phones. About the time they build them here and cut out Chinese manufacturers that could affect their market there.
