If "security" is given by the plaintiff (to cover defendant's costs if the injunction or TRO is later overturned on appeal), then the injunction or TRO can be ordered (as I understand it). How much of an improvement that is in practice remains a question however.

Here's the text of the bill:

“No court of the United States may use appropriated funds to enforce a contempt citation for failure to comply with an injunction or temporary restraining order if no security was given when the injunction or order was issued….”
